To qualify for the city's "Inclusionary Housing Below Market Rate (BMR) Rental Program," the applicant must earn between 55% and 120% of the area median income, or AMI. The OHCD provides a handy chart, which shows that, even if Bowman had nine members of his family, his $283,855 salary places him far above the 120% AMI bracket, which sat at $193,700 in 2017.
